VISION

Develop a standardized, holistic means of measuring the health burden of the general populace, while tracking health outcomes of the Thai populace. Apply it to the formulation of a policy that will enhance the general health of Thai society.

MISSION

  1. Develop knowledge modules and research in metric indicators of health burdens and health outcomes of the general populace.
  2. Develop and link into technical and research networks for information on health burdens and health outcomes of the general populace. 

  3. Link knowledge with study findings for use in public policy and communications.

                     

WORKING PHILOSOPHY

Our working philosophy for the five years ahead may be summarized as five components we call the “TRANS BOD.” These include:

  1. Transparency: Maintain transparency in management, and methodology in research.
  2. Translation:  Maintain communication with network participants for the efficient interpretation of research findings for policy use.
  3. Transfer: Develop and relay knowledge modules to various network participants.
  4. Transaction: An exchange of information takes place between various stakeholders.
  5. Transplant:  Establish a personnel staff with knowledge of health-burden metrics at the popular level to create lasting partnership


STRATEGY 1: CREATION OF KNOWLEDGE MODULES

The creation of knowledge modules within the next five years will entail both the preparation of reports on the disease-burden index and continued research as an extension of that same study. The strategy consists of the following procedure.

1.  Issuing of annual reports on study outcomes pertinent to the disease burden and risk factors. Propose a table with an ordered series of diseases and risk factors that cause the highest health burden, listing the twenty with the best good-health life expectancy.

2.  Preparation of a standard methodology to study the disease burden and risk factors in Thailand.

3.  Develop that portion of the research that still lacks knowledge modules by selecting issues as based on their level of importance, feasibility and available resources.

3.1.  Subjects selected for additional study and/or research should include an update of the causes of death as shown in death-certificate data.

3.2. A systematic review is on order for certain high-frequency chronic disorders with budgetary and managerial limitations such as osteoarthritis and chronic obstructive pulmonary disease (COPD).

3.3. Build awareness in data-gathering on birth defects.

3.4.  Conduct a study into the period of convalescence from past injuries and disabilities.

4.  Conduct a study of the change in epidemiological practice from past to present in order to prepare for and meet the challenges in health care for theThis study into the past will prove informative and serve as a window into the future by creating a model of the health burden of the future.   

5.  A study into the disease burden at the more local level – or, at the provincial level -- requires sufficient information for resource 

   allocation, which can then enable the work to proceed in the form of a pilot project in those areas that are

6.  This plan will develop a program to help make an evaluation at the provincial level and thus bring it into harmony with the nation as a whole. The program should help make the work easier.

7.  Provide appropriate solutions for those charged with driving policy. One example might be an alcohol-recovery center.

 

Strategic Objectives

  • Research and development in support of metrics to evaluate the collective health burden
  • Use of health-burden metrics  to evaluate results of the health-care system
  • Development of a methodology for health-burden metrics for the collective whole of the population.  Their development should lead to an enhanced state of completeness.


Goals

  • Prepare three reports on the situation and patterns of the disease burden and risk factors to prioritize the health burden of the Thai populace within a five-year period.
  • Prepare two reports on the situation and patterns of the disease burden and risk factors within a five-year period, comparing it with the health burden at the regional level.
  • Make available a disease-and-risk-factor assessment guide for Thailand.
  • Conduct research into issues for which there is too little information. Develop a study guide on ten subjects within a five-year period. These might include disease and economic burdens caused by either disease or risk factor, and considered to be major problems; and prognosticating the disease burdens of the future.
  • Prepare research articles on five subjects for publication.


STRATEGY TWO: EMPOWER PERSONNEL STAFF AND NEW-GENERATION RESEARCHERS

Strategic Objectives

  • Create and develop researchers with specializing in health-burden assessment.
  • Create and develop researchers and personnel in model development for the prognostication of disease and disability.
  • Empower and enable them with knowledge and skill in assessing the health burden.


Goals

  • Researchers and personnel are trained in the development of disease-and-disability models.
  • Three to five PhD-level or post doctoral researchers in relevant subject areas receive funding support for their research. 
  • Schedule five training sessions within a five-year period for personnel staff.  
  • Develop cooperative relationship with universities on technical matters.


STRATEGY THREE: COMMUNICATION FOR THE TRANSLATION OF RESEARCH INTO POLICY

Strategic Objectives

  • Develop a format of communication with policy-setters.
  • Develop a format of communication with the public.
  • Stimulate the application, testing and development of data.


Goals

  • In association with the Fund for Health Promotion, prepare media documents for policy issues and for communication with the public, at a rate of no less than twice a year.
  • Communicate results and data to policy-setters and the public at least twice a year.
  • Communication channels with the public over the internet and social networks.


STRATEGY FOUR: NETWORKING AND WORKING PARTNERSHIPS

Strategic Objectives

  • Foster lasting cooperation among those involved with technical data and policy planning.
  • Optimize methodologies for the study of health-burden metrics.
  • Foster community development, making use of health-burden evaluations. 


Goals

  • Meetings among networking groups no fewer than five times within a five-year period.
  • Meetings of stakeholders no fewer than five times within a five-year period.
  • International cooperation with international or foreign organizations.
  • Assist with health-burden data in both the public and private domains for policy driving.

 

STRATEGY FIVE: GOOD GOVERNANCE

Strategic Objectives

  • Foster system of management that exercises good governance within the organization.
  • Create mechanism and systematic process, engaging participation of networking parties.
  • Tracking mechanism for the assessment of work, both internally and externally.


Goals

  • Transparency, fairness and accountability in the organization.
  • Mechanism and systematic process, engaging participation of networking parties.
  • Tracking mechanism for the assessment of work, both internally and externally.


EXPECTED RESULTS

  1. Health data for use in setting and following policy and spurring society into good health.
  2. Networking partners have access to quality health-burden data for use in their work.
  3. Society develops awareness and assumes a cooperative role in developing health policy.
  4. Developing and linking to technical research networks at the provincial, national and international levels.
  5. Awareness of health personnel and educational institutions in cooperative role.
